Title: Indo-Sri Lanka Fishing Dispute: Causes, Effects and Solutions
    Author/s: Chulanee Attanayake
Abstract: The Indo-Sri Lanka fishing dispute, fueled by historical, cultural and maritime boundary issues, has persisted since the 1990s. Despite bilateral discussions and initiatives, unresolved conflicts over poaching, overfishing and illegal methods pose legal, political and security challenges. Both nations must prioritise finding sustainable solutions and consider joint efforts for marine protection, as the protracted issue impacts their bilateral relations and traditional maritime security. In this issue of the South Asia Scan, Chulanee Attanayake underscores the urgency for both countries to find a lasting and sustainable solution, possibly through joint efforts for marine protection.

Title: India’s Tryst with 5G Technology: Debates, Decisions and Developments over Huawei
Author/s: Nishant Rajeev, Yogesh Joshi, Karthik Nachiappan
Abstract: Since 2019, domestic 5G discussions in India have been shaped by a complex amalgam of security, economic and political considerations. The decision confronting the Indian government on including Chinese telecommunication giant Huawei in the country’s 5G trials and landscape goes beyond technical and technological considerations. Huawei’s history and imprint in India and its linkages with domestic Indian technology firms ostensibly necessitate its presence in India’s 5G network. However, the 2020 clashes between Chinese and Indian troops across the border, the United States’ (US) intentions to limit Huawei’s access to global markets and technologies and intentions to develop indigenous 5G capabilities, given US-China tensions, and supply chain constraints unleashed by the COVID-19 pandemic, have complicated India’s Huawei decision.

Title: The Ocean-Climate-Security Nexus in the Indo-Pacific Island Nations: Broadening the Meaning of Security
    Author/s: Athaulla A Rasheed
Abstract: Climate impacts have been identified as the underlying threat factors that travel across both the ocean and security narrative platforms. This interrelationship – the ocean-climate-security nexus – demonstrates the construction of security in a multidimensional context where the threat factors are not singularly related to conflict and war. This South Asia Scan reveals that the ocean-climate-security nexus can help identify and explain the drivers of national and regional security interests of the island nations.
