Description: | The first full budget of the Modi government was presented on 28 February 2015. It came in the backdrop of high expectations, which were enhanced by new statistics pointing to a rapid recovery of India's economic growth. The Budget has been an exhaustive exercise in its attempt to encourage investment and maintain high growth while addressing concerns on social security and rural prosperity. While it has earned praise and attracted criticism from different quarters depending on perspectives and expectations, there is little doubt over the budget spelling out some broad contours of the long-term economic vision of the Modi government. Cooperative federalism allowing states to play bigger roles in economic growth and its re-distribution by empowering them with larger financial resources and simpler rules and regulations for investment and business appears to be the core economic vision of India's new government. The principle of cooperative federalism as a policy anchor of the Government has been articulated by the recent report of the 14th Finance Commission fully accepted by the Government. Will this redesign India's fiscal architecture? The ISAS panel discussion will examine the economic vision of the Modi government in the context of the Union Budget and various issues critical to sustained long-term growth for the Indian economy including centre-state financial relations, investment climate and the pending economic reforms agenda. Several key legislations are pending and apart from designing them well, what is the probability of their legislative approval? Will the new agreement between RBI and North Block result greater convergence of monetary policy and fiscal policy? |

This seminar assesses the evidence for that claim. It argues that a ÔÇÿdoctrineÔÇÖ should embody a set of clearly stated principles for foreign policy making. It analyses the main achievements of ModiÔÇÖs policy in the months after his election. It finds that while Modi has brought new energy to the conduct of foreign policy, his approach is essentially pragmatic, and his objectives are similar to those pursued by his two immediate predecessorsÔÇöAtal Bihari Vajpayee and Manmohan Singh. |

Description: | Mr Shashi Kant Sharma is the Comptroller and Auditor General (C&AG) of India since May, 2013. As a constitutional functionary, he is primarily entrusted with the responsibility to audit the accounts of the Union Government and of the State Governments of India. His reports are laid before the Parliament and Legislatures of the States. He was elected by the General Assembly of United Nations as a Member of the UN Board of Auditors in 2013. His other international responsibilities include Member of UN Panel of External Auditors, Chair of the Knowledge Sharing and Knowledge Services Committee of the International Organisation of Supreme Audit Institutions (INTOSAI), Chair of the Working Group of INTOSAI on I.T. Audit. He is also the Chair of Asian Organisation of Supreme Audit Institutions (ASOSAI). Mr Shashi Kant Sharma belongs to the 1976 batch of the Indian Administrative Service. He has wide experience in the fields of Public Administration, Financial Services and Infrastructure Development. He was serving as Defence Secretary, Government of India, before assuming the position of CAG. Prior to this, he served as Secretary, Department of Financial Services in the Ministry of Finance and as Secretary, Information Technology in the Ministry of Communication and Information Technology. Description: | Ms Smita Nagdev's sitar performance will lead to an introduction of basic form and structure of Indian classical music. She will discuss salient features of Indian classical music and the classification of melodies (ÔÇÿragasÔÇÖ) based on various moods of nature, and different phases of the day (morning, afternoon, evening and night), ragas depicting seasons (spring, rainy, autumn etc.). This will be followed by a discussion on her personal experiences, highlighting social and cultural practices which shape the Indian classical musicÔÇÖs rich tradition. These include the ÔÇÿGuru-Shishya ParamparaÔÇÖ (Master-Disciple tradition), which is the key-stone of this ancient trade. This tradition has some nuances, such as, the guru treats the disciple as his own child and the disciple devotes his life to the service of his guru. Learning music through the oral tradition requires disciplined routines and rigorous practice. She will discuss learning etiquettes: manners, attitude of humility and respect for others. The teachings include not just music but other aspects of life as well. She will use photographs and sound recordings to elucidate the above. The third part of her presentation will highlight Indian Classical musicÔÇÖs approach to peace, the peace of mind which music gives to the performer and the listener the ability to touch and to awaken the innermost feelings of a human being. Ms Smita Nagdev will highlight the social and the sonic- which are intimately related and play a big role to impart positive values, peace of mind. This she reckons is the greatest gift classical Indian music offers to the world. |

Description: | Global Foreign Direct Investment (FDI) inflows returned to the pre-global financial crisis (GFC) level in 2013, driven largely by inflows into developing and transition economies. The growing significance of developing countries as major players in global FDI flows over the last decade has given rise to a literature examining the importance of specific sources and destinations of FDI flows using bilateral FDI data. However, one of the major concerns about the nature of FDI data at the bilateral level used to assess de facto real linkages between countries is that it is based on flow of funds rather than ultimate ownership. This can be quite misleading in trying to understand economic linkages between countries as a significant portion of FDI tends to be funneled through offshore financial centers (OFCs) for tax and opacity reasons. The problem is of particular concern for the FDI inflows into the BRIC economies -- Brazil, Russia, India and China -- which received more than half of global FDI inflows to developing economies in 2012. Despite the growing recognition of this problem, there is a paucity of studies trying to track the actual ownership of FDI inflows to understand the de facto real linkages at a bilateral level. This presentation attempts to reconcile data on FDI inflows with bilateral data on M&A for the BRICs economies, thus tracking the actual ownership of FDI inflows. |

Description: | The second Budget of the Narendra Modi government will be presented within a few weeks. This will come at a time when the Indian economy is on the cusp of a turnaround in its trajectory of economic growth. There are indications of revival in earnings and business prospects. The stock market has reached unprecedented levels over the last few months. Business confidence has also revived pointing to the optimistic visions about economic strategies of the new government. However, the macroeconomic outlook continues to remain a cause for concern, particularly on the fiscal side. Though sharp fall in global oil prices has improved balance of payments and moderated headline inflation, these effects remain firmly tied to cyclical variations in global markets. The seminar will discuss the macroeconomic context of the Budget and examine the prospects of a sustained improvement in macroeconomic fundamentals in the medium term. In this context, it will highlight the policy expectations from the forthcoming budget and the desired course of economic reforms. |

Description: | In October 2006, the new Japanese Prime Minister Abe Shinzo made an official visit to China and agreed with Premier Wen Jiabao that the two countries should work hard to turn the East China Sea ÔÇ£a Sea of Peace, Friendship and Cooperation.ÔÇØ It held a prominent importance in the ÔÇ£Mutually Beneficial Relationship Based on Common Strategic InterestsÔÇØ that the two leaders pledged to strive in their joint statement. In June 2008, Japan and China again reached an agreement for joint development of gas fields in the East China Sea. However, the tensions over Senkaku/Diaoyu Islands rapidly intensified in 2010 and 2012 between the two countries. What had been happening in the East China Sea between them? What was the driving force behind the issues? What are the commonalities and differences between the East and South China Sea problems? This presentation tries to address these questions by reviewing the bilateral negotiations on East China Sea and the developments of Chinese maritime law enforcement bodies since 1996, when both countries ratified the UN Convention on the Law of the Sea. |

Japan was the first country outside the immediate neighbourhood that PM Modi visited after taking charge in New Delhi. This seminar will examine the changes and the continuity in Japan-India ties after the Modi administration came to power in India. Description: | In a Muslim village of India, a 17 year old girl Asma gets raped by a group of unknown men. In the trauma of the incident she looses her speech. However she could identify one person out of the gang. He is 24 year old Dilnawaz, the only one in the gang, from the village and the one Asma used to have an unexpressed crush ever since. Though not directly involved in the crime, Dilnawaz gets indicted and is made to face the local judiciary, while the actual rapists flee back to the city. As part of the punishment, he is asked to get a plea of pardon countersigned by Asma along with financial compensation. Even though initially he only tries to save himself, it is only during the process of fetching her signature, he realizes her ever-present feelings towards him and the trauma she has been through and this brings about a change in his perspective. |
