29 July 2025This special report examines the growing collaboration between India and Singapore in skills development, a key pillar in their evolving strategic partnership. With India aiming to upskill its young workforce and Singapore addressing ageing and digital transformation, both nations are aligning efforts through institutional cooperation, curriculum reform, and vocational training.
The report builds on insights from a high-level roundtable convened by ISAS, held in New Delhi in January 2025 alongside Singapore President Tharman Shanmugaratnam’s official visit to India. The roundtable brought together key stakeholders from government, academia, and industry to discuss curriculum reform, technical education, and scalable models of bilateral cooperation in vocational training. The discussion also assessed the significance of the India–Singapore Memorandum of Understanding on Educational Cooperation and Skills Development, which outlines a future agenda of collaboration in curriculum design, trainer capability development, workforce reskilling, and exchange programmes.
